I'm going to replace to trimpot, if that doesn't solve issue you could be right.

I've done this circuit before with no issues so not sure whats going on

Replaced 10k trim pot and checked solders, still getting 9v @ Collector of Q2

Not sure where to go next, aside from redoing the entire thing

Maybe 'cause there isn't any voltage drop across its resistor which should make us think for the case of NO current flowing through Collector resistor..??
(just a thought..)

If, I say IF, there isn't any current flowing from Collector to Emitter, there should stand a variety of cases/assumptions..

P.S.
Get rid of trimpot and decoupling cap, place a 470R - 560R resistor in series between Q2 Emitter and GND and come back to tell us what happens ..

Didn't hear anyone telling you about particular circuit problem..
On the contrary, I DID hear some guys telling you about particulal buid issues..
