Help checking small DC VU meter driver schematic to stripboard layout?

Hello everyone. I've been trying to get this schematic for a simple DC VU meter driver to work on not only a breadboard, but also in putting together a quick stripboard layout with both working to no avail. so far I am just clueless and curious if anyone sees any error in this schematic as to make it work incorrectly which is thus throwing off my attempts to get it to work on a breadboard or on a layout. If anyone has a few moments, could they tell me if the schematic seems faulty and if not, is there an error with my layouts? I am desperately trying to get VU meters to work with pedals and was told this was the solution to use and have been hitting my head against a wall all day. so i managed to get it to work and my layout was functioning after all, just was victim to an endless trim pot that needed to be tuned well back to get things working. But I am now running into an issue of this circuit introducing a bit of noise into the signal. its not a major thing but its there and it'd be great to do without it. I tried the usual fixes in sticking a 100R resistor from 9V to ground and the 100uF electro cap from 9v to ground too but to no avail. Is there any other way I can rid that little bit of hiss as it works fantastic, but its a shame its bringing in some added noise. thanks everyone.
