Boss CE-2 Chorus Rate Knob Problem

the Depth knob seems to function as normal, the Rate knob seems like it wants to work but the effect is really quiet, I can hear that it's trying to oscillate but it's not making much of a difference to the signal, I've replaced the pot and I've adjusted to trim pot to no avail, what should I replace next?
