Changing R4 to lower values increases output (4,7k , 15k, 20k, etc)  but loses octave ranges, so i choose 56k

yes, but, you have 4 unused invertors on the pcb. you MUST terminate the inputs of all 4. tie to ground, tie to supply, tie some high and some low, tie one to ground and then out to in to out to in to out to in if you like, but you must always correctly terminate all unused inputs on cmos IC's.
