So: just buy a cheap tuner and add it in to the rest, or are there some ready-made off-the-shelf chips doing this? Maybe even without having to deal with the digital nature of the circuit (like the Spin chip, which has all the circuitry enclosed within).

Tuners that clip on to the guitar headstock are cheap like borscht and relied on, reliably, by many guitarists.  And since they are generally digital inside, it's probably best to keep them out of the way of the rest of your effects.

Definitely a "buy one" job. There's nothing out there to help you make one easily, aside from processors and programming skillz ;)

Whether you go for a floor pedal that sits in your effects chain or a little box that sits on your headstock is entirely up to you. Just be awre that in both cases *not all similar devices are made equal*, so check the specs fairly carefully - the range of accuracy on these things varies quite a lot.

I'd rehouse a commercial tuner. Everything is done for you and you know it works.

Just as inspiration, you can also do it with clip on tuners, like this:

Or this:

I'd take special care with how you would power it. My Korg Pitchblack mini sometimes injects a ticking noise when tuning (the instrument is muted and you just hear a faint ticking) if I use a daisy chain.
