There is a similar set up to that (it's blue...) on ebay with no reserve.  Of course, it may or may not work...

At a place I worked for years ago, they had a hand cranked wire cutter/stripper that you could set for length etc. You set it up and cranked it like a coffee grinder. The thing was small enough you held it in a vise.
That would be perfect for the small shop.
