weak fuzz face 'problem'

i just tested my home-made dallas arbiter and it works very well with a ts9 or any other overdrive (TURNED OFF) in front of it, but when i don't place an overdrive in front of it, it sounds horrible    Very low gain and low fuzz...

does anybody knows what this could be?

well i measured voltages and everything seems right...4.5V at Q2's collector... :?

it also seems that when the TS9 is turned on in front of it, it is not boosting the volume, even when i turn the ts9 level knob all the way up.
