I'm thinking of making this project. Can anyone please tell me if it's - or + grounding, or can I use both types?

no.

Either build seperate ones of consider the Spyder.

You could start with that circuit and modify some of the outputs to use the 'charge pump' from geofex. Look under 'circuit sweepings'.
