Cap feeds Led's ?

This clock I just got looks like it's running LED's into lenses that surround the face from a capacitor that charges when I push the snooze button, I think it's just a momentary switch to charge the cap, the after a while the cap runs out of juice and the LEDS' fade slowly.
 Does an LFO take alot of current?
 I think a phasers LFO if starved and cutoff from current, doesn't impede the signal path...Could have been phrased as a question... :arrow:
 At any rate it seems there could be some use of an led that can be slowed this way, perhaps this is how a quacky type circuit could envelope..with a cap/LED into LDR...I go look now...lol.
 Edit, doesn't look to me like it does unless that 10uf gets charged somehow.
