  Using the DMM and data sheet I can't figure out for sure which leads are which...
  So far I'm thinking the longer fatter ones are the photocell leads, polarity doesn't matter.
  Of the other two one would be anode and the other would be cathode.
  I'll go reread again and see if I can figure it out.
  ...edit and go look at the device again, it seemed the leads on either side were the same length [leads on one side are longer]. :-\ :-[
  Wierd because DMM can't seem to find resistance or a diode in it, I just verified function of the R and diode settings...???
  Ok...there's a dot on the body pertaining to 'that lead, I need to find the page to type more...I always forget which is which and just use the schematic to orient diodes..cathode/anode...anyway the black dot must represent the flat spot I'd see on a raw LED/flat line the arrow points to on schematic...maybe I'll increase my vocab, right now I'm going to try wiring this.

It's likely that your DMM does not provide enough voltage to turn the LED on. A silicon diode is 0.5 to 0.7V, an LED is 1.8-3.0V, so the DMM won't even turn it on if it uses a small voltage on the diode test.

Try your DMM on some known LEDs and see what it does.

  ok...I put the NSL in circuit but
  I need to figure out the D/Nabbit short circuit in the PS.
  One of those it's not in there but still it's in there deals.
  Even my best Spock techniques have failed to produce the desired results.
  one good note, I found where I missed a connection too!!!

  Got her all wired up and working, the open LED slightly flashes and changes speed !!
  Makes good distortion when I turn up the gain on the second opamp stage and the LDR lead tied together.
  I fixed but didnt figure out the ground, somehow biased the first two opamps, and am getting strong distortion signal through or pretty clean signal at the output with the gain on the second stage turned down alot. I used a 100k A pot because that's what I have.
  Otherwise, no sound is getting past the LDR, which hasn't been touched by the soldering iron. I guess dark resistance is high enough to thwart signal pass [which is good for a tremolo] and that the LED's isn't lighting.
  I haven't checked the voltages on the LFO stages, figureing they're working because the 'idle' LED is blinking, and I have no idea what voltages on dual oa's 'should look like when in an LFO setting.

So you sorted out the leads, right?  It's not overly clear but the photocell leads are the long ones.

  This is one serious tremolo !! I don't know what to say except it's a Super Duper Tremolo.
  Does more tremolo types than I knew there were types of tremolo.

  It sounds great, nice and shimmery !!!
  The pulsating sound of a tremolo is immersive to me, that's cool cause I felt like I could 'play' strangely again.
  I had the one LED wired wrong.'
  When this thing is in 'off mode' [no light on LDR] it is not kidding, with what would be heavy output LED jumpered, Nothing comes through...0.
  A Few things left to do...wire the up/down switch, trim the '20k' speed pot with a 22k to get about 10k there...then the box...I'm seriously considering a 4 speed pedal arrangement, volume, trem speed, phase speed...and another one I can just assign as I like !!!...
  Unless I can find shaped pedals cheep it'd be wood pedals with a metal hinge shaft through all four...perhaps I order some wah pinions and gears !!!

  Oh,...
  Tremulous Lune !!!
  Multi Tremulous ... can get very heavy tremolo effects with this one !!!
  Now to put some tiny new Photocells in with the my' new EZ Vibe...I sure got this day set forth into finishing the more complex projects !!!
  Have to say if you're thinking Tremolo, this one does it.
