Low leakage, but high collector current?

I've been measuring some Ge transistors and on some of them, even though they indicate a fairly low leakage (<100 microamps), when reading the collector current, I might see a high number like >3000.  Very few read this high, but if I pop them into my meter to check hFE, then I get a low reading like 130 or so.

I'm wondering if these are bad. I was testing using Steve's test so the calculation for Hfe was:

(Collector current - leakage current)/9 = hFE

Finally, I need to check but maybe all I need is the leakage current, and I might be able to read with my meter and use the leakage current to find the "true" hFE of a Ge transistor. I need to test this out.
