Need help with volume pedal project

Hey, i am a complete beginner and have only heard of this idea through guitarist magazine but I would like to have a go at building my own pedal from scratch. I'm not quite sure how possiple this is but my idea is to build a volume pedal that when fully pushed back does not mute everything but to only set the volume back to the amps setting for volume. Sorry to be picky, but also sensivity shouldnt be too high so that when you push it all the way forwards, instead of blowing up your amp, you get a nice volume boost say for solos etc.
