question about cd4093

Are all four gates of this chip intended to function independent of each other? I had one on the breadboard using it to toggle an 4013, [this is part of a bigger project that I intend to post about but unfortunately I took the project off the breadboard to soon. The rest of the circuit is fine, its just getting more than one nand gate to function is puzzling me and Im  ready to go for a simpler one transistor approach but if I let this go at this point I dont think I will come back to it. I pulled an schematic off the web at random, it worked perfect the first time  but wiring a second gate identical to the first and the output doesnt seem to be sufficient to toggle the 4013.  I have an 103 cer.tying both inputs together/ an 100k res. across both inputs, with 9volts to one side  and a mom. to ground on the other input. It worked so smooth and thought hey it cant get any simpler than this. That is the problem I was thinking. I need two of the four to funtion the clock on each side of an 4013 independently and the other inputs to ground.

Yes.
Here's something though..... make sure the + connection is there, logic chips can work (erratically) via leakage from an input somewher ethat is connected to a+ input. Fooled me.

That may be the problem, going from breadboard and hardwiring to perf and my sloppy soldering may have been my downfall. Thanks for your response.
