Crap, I broke my pb&j long/ short delay relay. Help?

So I'm rehousing a bunch of danos, and I was fiddling with my pb&j's 4013 trying to find a way to force it into it's on state on powering up. I normally take a lead and connect all the pins to V+ 1 by 1 til I find one that does the trick. No luck there, so I try doing the same thing to ground - and now the pb&j is always on short mode with a green LED. If I connect pin 13 to V+, the led goes out and it switches to long delay, but as soon as I remove V+ it goes back to short with led on. Anyone have any suggestions on how to fix this? Even if I could just get it back to it's normal state, that would be great - but if I could also figure out a way to keep the unit always on , that would be better.

It probably has something to do with the bi-colour LED. There are actually three leads on the LED for each colour and a common. Also the unit always starts in long delay (green I belive).

Well, I don't know what it is. I've kind of given up on fixing the problem- at this point I'm just glad the unit always starts on long delay.
