Rebote 2.5 debugging, please help

Hi,
I just finished rebote 2.5 delay with tonepad.com PCB layout (board made by myself). The problem is I get dry sound no matter if pedal is on or off.
Here are voltages:

delay chip
1: 5.22
2: 2.6
3,4: 0
5: 2.5
6: 2.6
7: 0.22
8: 0.64
9-16: from 2.5 to 2.6V all of them

opamp
1: 4.74
2: 4.7
3: 4.7
4: 0
5: 3.8
6: 4.74
7: 4.74
8: 9.4

5V regulator gives about 5.2V and power supply is 9V regulated with 220 and 100uF filter caps, gives 9-9.4V
Any ideas?

I had the same problem, never found out what caused it but after rebuilding using the same PCB it worked.

update: actually, sound that comes out when pedal is on is weaker than when bypassed, if it helps.
