Help! Veroboard stupidity

I have been building on PCB layouts for a while and want to build a colorsound overdrive using this veroboard layout: http://aronnelson.com/gallery/albums/slackers-stuff/newcsoboard.jpg.  But, I am confused on one thing.  The first 120k resistor on the left, the bottom lead goes in that hole I see, but I am unsure of where the top lead goes.  Because it has the black line attached to it.  Does this mean that that top lead goes into that hole its on top of and the black line represents a wire going from that same hole that the top lead is in to the other hole its connected to or does it mean that the bottom lead goes in its hole its on top of and the other lead gets soldered to a wire that goes to the end of the black line?  I know this is a stupid question but I am really confused.

Yes you're right. The upper lead connects to the 9+ rail.

so the upper lead connectes to the 9v rail only and not also to the rail its on top of?

Is that what you mean to know?

The resistor is connected as on the side view on the right.
