Need a description for IC 78L05 I bought from Smallbear

I bought one a while back and cant seem to find it. I did find a transistor looking item that I wondered if it might be it- just without it actually saying "IC 78L05 "  This item is black, looks like your basic to-92 but on the side it has "c 312 and 21211 written sideways. It also has a little white painted on dot on the top. Could this be it or what is this?

I'm guessing that's a 2SC312. The 78L05 probably has 78L05 written on it.
