Looks like all my transistors have the same test voltages as specified on GGG except for Q4.  Could this by why it is not as "Fuzzy" as expected?  My Q4 Voltages are C=3.7, B=1.63 and E=1.05.  I'm using the true bypass layout from GGG with no component subs.  GGG says voltages should be ~4.0, 2.5, 1.8.  Should I decrease the value of R24 to bring up the voltages?

I tried many a different thing without much results.  I put a pot on the 390k, put a pot on R14, tried bypassing it.  Not much difference.  The last thing I am going to try is playing with the diodes.

Doing the maths, for a transistor of gain about 500 the values you got are correct, if you use 10k, 2.2k, 390k & 100k. Now for lower gain, ie 300, you will read near 4V and the rest unchanged.

Q4 is just some volume recovery after the tonestack, all the distortion ( or fuzz ) is done
before this, ( Q2/Q3 diodes ) so it shouldn't change anything other than your output volume. :D
