meter readings on mounted components

is there a way to measure components when they are alresy mounted to the pcb?

when i do this, i always get strange readings.

Not really. You can sometimes measure resistors but often something else in the circuit affects the result, you basically end up measuring the combined parallel resistance of part of the circuit not the one resistor you want. You can't normally measure capacitors in circuit because whatever they're attached to drains them.
The only real way is to unsolder one end of the component and then measure it, or read the values of the components assuming they've got them.
