Vibrato is what it sounds like to me. Many Fender amps at that time had tube Vibrato circuitry in them. I think it more likely that he's using the Vibrato on a fender amp. If you want that vibrato sound in a pedal, the only place that I'm aware of (DIY)  is here:

Hope this helps

It may also be leslie rotating speakers. Univibe is an available pedal that simulates this. I poured through some net stuff and came up with this link:

its probably vibrato, with the speed being controlled by the wah pot.  No wahing though I'd guess, not in the same pedal.
Try a little tenderness.

The univibe is what he used live if you read the equipment links (at certain time periods) It was very interesting to read!
There's a neovibe at GGG. That goes into detail about the volume pedal as a controller. I'm not there in my building skill yet.

Here's a link to the Dunlop Univibe site :
http://www.jimdunlop.com/index.php?page=products/pip&id=282&pmh=products/p_and_e_detail

Notice that there's an optional UV-1FC controller pedal that you can plug into it to control the speed.
That would do the trick! Expensive!!

hey sean! thanx for the thought and help but am awared of that. its not the univibe. its as cornish himself says a vib pedal known as the money pedal and i tend to believe its just a controler for the amps vibrato as tiges tendres also said. anyway thanx a lot!
