Ross Compressor Help Please!

I am working on a ross compressor, and am getting very little output.

I ordered the CA3080A a from small bear. All the voltage on the transistors is correct. Here is what is happening on the IC.

1 n/a
2 0v  ???
3 140mv ????
4 ov
5 .6v
6 2.5v
7 9.6v
8 n/a

No output unless I remove the 470k resistor coming from 9v and going to the trim. So I am confused is the 4.5v on pin 1 and pin2 supposed to come through the trim (and if so why is there a 470k (or 2 220k) between the 9v and the trim?), or is the 4.5v coming from the IC off of pin 6.

Is my IC not working? It is the can version and I am a little confused for orientation. If I reverse the IC I get a little output, but then my voltages go even weirder.

Help?

The little tab on the can points to pin 8.
