Dynacomp Build problem

I just got done with the Dynacomp/Ross build from the Tonepad site. I ordered my parts and realized that I did not get my CA3080 (either didn't get shipped or got lost). I substituted a JRC4558 to see if my build worked. Well it doesn't, you can hear the signal faintly. I checked my readings and this is what I got (I think it's time for a new battery):

There definately a problem with the voltage at Pin 5, this should be no where near this high. Also Pin 1 and 8 aren't used... would they have voltage at them? Any help would be appreciated.

3080 is a different beast entirely to a 4558 (ota vs. an op amp). Replace it with a 3080 and reply back then.
