I beg to differ...

I've read that if you sprinkle it onto wet inkjet ink with the printer set to the highest print density then the embossing powder will stick... and since decal paper is pretty shiny I reckon the ink would stay wet for a fair while...

I was hoping that would be the case, matt.  Either way I'm gonna give it a whirl here in the next week or so.  We'll see how she turns out.

Color Laser printed text is mostly opaque. The ink is dry powder that's deposited and mented to the paper, decal etc etc.
Inkjet is clear liquid that dries clear.
The Yellow laser print in Zetta's pic turn out grean because the somwhat opaque but partially clear yellow over the black let some of the black color up through the yellow which made it look green.

Embossing powder can be sprinkled over wet inkjet prints and over stamped images. There are a few ways to do this and a few companies with there owm procedure and kits. The inkjet method is done with a speacial coated paper which the ink stays wet so you can sprinkle the powder on before it has a chance to dry.  The embossing powder is a raised surface. It will take many clear coats to cover this. No big deal really. A couple clear coats and you'll be fine. After all, even silkscreen printing is raised somewhat.

I agree, inkjet on decal paper does work with embossing powder.
