Guv'nor clone voltage readings -- do these seem right?

Finished my GGG Guv'nor clone, and it works pretty well.  But it still seems like the output is a little weaker than it should be.  Here are some voltage readings I took at the op amp:

NOTE: Battery measured at 9.03 volts

With cable plugged into IN jack and effect "off":

Pin 1 -- 4.30 v
Pin 2 -- 4.30 v
Pin 3 -- 3.90 v
Pin 4 -- 0.2 mV
Pin 5 -- 4.28 v
Pin 6 -- 4.30 v
Pin 7 -- 4.30 v
Pin 8 -- 8.63 v

With cable plugged into IN jack and effect "on":

Pin 1 -- 4.00 v
Pin 2 -- 4.00 v
Pin 3 -- 3.65 v
Pin 4 -- 0.2 mV
Pin 5 -- 4.00 v
Pin 6 -- 4.00 v
Pin 7 -- 4.00 v
Pin 8 -- 8.00 v

I'm not sure, but are my Pin 3 readings too low?  Pin 3 seems to be critical because:

1. It is directly linked to the input of the effect

2. When I touch pin 3 with my multi-meter probe, the red clipping LEDs light up (they don't do this for any other pin).

Thoughts??

Something looks a bit odd with your voltages. Pin 4 should have 0 volts on it and pin 8 should be the same as the battery voltage. You need to get those right then the rest of the voltages will most likely be fine.
I'd try a fresh battery first to see if that gets pin 8 up to 9 volts, if that doesn't work and you've socketed the opamp remove it and then measure the voltages on the socket pins, doing that should definitely give you 9 volts on pin 8, if not you've got a problem with board or the wiring.
Double check the board and the wiring to make sure you haven't got any solder bridges that might be causing a partial short and pulling the battery voltage down.

Now about those celebrity nudes.....

Thanks for your very helpful response!  I will do your suggested de-bugging tests today.

I'd audio probe it if it was me. The voltages don't look that wacky.
