Voltage regulator help

If anyone can have a guess at this before I tear it apart and start replacing things... I have a +/-12v supply I made from a 15volt AC wallwart. recently my FSH has been making some horrible noises. After messing about with that for AGES I finally checked the supply and it seems its now giving out +12 and -24v! Is this what happens when a regulator starts acting up, or could it be something else?

Measure the voltage on the input and output of the -ve reg. If identical, it isn't a regulator any more..
it does sound that it is fried..but how? they are very robust. Out of over a thousand, I havn't seen this!

Hehe I've blown one before And I think is another one makes 2.. I keep plugging it in and out and pulling stuff like trannies out of powered on pedals and the like. Maybe that doesnt help. Its got 2 regulators running off an AC15v supply, a 7912 and a 7812 giving +12 and -12. I think the -12 is gone defective, but why would it be going at twice as many (negative) volts now!

hmmph, oh well off to Maplin!
