dunlop Hendrix fuzzface problem

I have a store bought dunlop Hendrix fuzzface which I think has a volume issue.
I need to have the level control at about 90% before I get the same level as the effect in bypass.
Does any one have what voltages this thing should read or any ideas on how the fix this. I have tried different Level pots.
Also is there anywhere I can find out how to add more highs in this effect, and also a tone control.
