Rat / Rodent Question

There is a 1k resistor and .001u cap to ground RC filter at the Rat input. The 1M resistor that biases the input of the opamp is connected before the RC input filter.  Wouldn't you want the 1M bias resistor after the RC filter so the RC filter isn't between the opamp and 1M bias resistor?  Does it make a difference?
