Damn Ross Phasers...Why no voltage reading?

I just built my 4th Ross Phaser from the Tonepad layout.   Very simple but weird voltage problem.   I am getting no voltage reading at the point the battery connects to the board.   I unsoldered the battery terminal wires and tested the voltage and get 8v.   I soldered the negative lead to the sleave of the input jack and positive to the + of the board.   When I do that I get no voltage reading at that point.   Anybody have any ideas.   I would think no matter what was messed up in the circuit of the board you would still get a voltage reading at the boards input.

1) It CAN happen that the connecting wire is held in place by the shrink-wrap around the battery clip, even though the wire is fractured inside.  Not common, but not impossible.

2) If I had a nickel for every time I thought I had soldered the negative/black lead to the "right lug" on a jack, I could probably buy my pedals from a store.

3) Sometimes the female side of the battery snap, or on the battery itself, can be splayed out a bit, such that the male end appears to insert but actually makes no consistent contact or even contact at all.  Sometimes a little pinch with the pliers to crimp the "petals" of the female connector inward a bit can solve that.

Upon further review...When there is nothing plugged into the input jack I get 8v reading on the board, which is good.   When I plug into the input there is not voltage reading.  I am assuming that means I have a grounding issue.   Does that mean that somewhere I have positve voltage leaking into my grounding plane?  I just finished checking to see that all my ground wires are soldered where they should be and they are.   

I have built about 15 pedals now and every darn one seems to have some new issue that I have to troubleshoot.   I think I've had enough learning experiences.
