I know I always write this but here I go again.  Have you tried an audio porbe?  This is the first test I do before doing anything else.  Usually it's all I need.

Unless you typed your measurements backwards, Q2's voltages are not right.

Im having similar issues w/my Scrambler.
For an audio probe, I ...

-1/4 in. Jack  (cord runs from this to amp, volume on low)
-Sleeve Lug to Alligator Clip
-Tip lug to .1uf  Non Polarized Cap wrapped with elec tape to keep from shorting. This is used to "probe"

Is that right?

Oh, also, does the alligator clip from sleeve lug go to ground? On amp? Just hook it to a metal part on the amp?

Sorry if it appears I'm hijacking the thread...not my intention.

Thanks in advance

Yes, it sounds like you built it correctly, and the alligator clip goes to the pedal's ground.

Instead of an alligator clip, I used a 1/4" guitar cable plug.  I connected the jack's sleeve to the plug's sleeve, and left the plug's tip unconnected.  Then when I want to probe I just plug it into the effect's output jack to ground it.

oooh the scrambler.....Q1 voltages are not right not Q2.
