What does the 'vibrato' mod do? Speed up the effect? Change the pitch?

I believe it cuts out the "dry" signal completely.

Yes, it cuts the dry signal.

The chorus effect comes from a modulated signal blended with a dry signal to create that shimmery sound.
Without the dry signal, it's the straight modulated signal, which in this case is a fluctuating-pitch vibrato effect (the "warbling" kind), the rate of which can still be controlled with the RATE pot.

The "effect level mod" on Tonepad controls how much of this modulated signal is blended with the dry signal.

The speeding up and slowing down that the delay chip normally does produces a slight upwards and downwards shift in pitch, much like an unsteady tape machine or turntable.  If you have a clean signal combined with it, we perceive this somewhat like a choir in which different singers are close to being on pitch with each other, but not exactly on pitch.  There is an effective "root pitch" that the variation is perceived to wander around, but the overall pitch is perceived as more or less steady and in tune.  Take away the clean signal and all you have is the "wandering" pitch produced by the delay chip.
