Because the chassis is charged, I suppose if the roll bar comes in contact with another effect at bare metal or the screw heads, there could be some shorting and arching.

The customary thing to do when you're using your chassis as a heatsink but the component in question has a tab that's not connected to ground is to use an insulator made of mica or some other heat-conducting but electrically insulating material (some of them seem to be made of silicon rubber or something similar).  I'm sure if you've poked around in a circuit with power semis you've come across these little insulators.  You might even still be able to get them at Radio Shack.  Slap a little thermal grease on either side, check for isolation, and you can go back to a grounded enclosure.
