Is there any reason why the TI CD4049UBE would be unsuitable for a Red Llama?  It also has the markings 73ELKDK E4 on it.

From an old post of mine:
(((So I built up a Red Llama today and double checked all of my connections.  When I get to about 3/4 of the way up on the gain pot, the sound becomes really synth square-wave-fuzz moving into stepped oscillations. I used a CD4049UBE.  Are there any common causes of this type of problem in op-amp based circuits that I should look for? )))

The 1M pulldown resistor (R5) does not register on the multimeter, could this be the problem?

No, CD4049UBE is what's on the schematic and is the one I'm using.

Anything but that I think, the 1 meg to ground isn't really needed as the 10k volume pot takes care of
the job much better...

Try sticking a bigger cap in parallell with c6.
