Can i use BC550B (hfe ~ 400) in the Neovibe? I am using 2n3904 for the bulb driver.

I think it'll work fine. Watch the pinout - it's the reverse of the 2N3904. Fortunately, that means you can simply rotate it 180 degrees if you're using my PCB layout.
