Shouldn't this be negative ground?

I thought if you used NPN transistors, B+ would go to the board, and B- would go to ground

  Looks like typo to me.
  NPN FF Q1 would be to Battery Neg. and V+..would be where -9 is, electrolytics look right if...
  just reverse the battery polarity.
