Does this switch layout make sense ?

I'm tracing an effect from some " less than clear" photos, with regards to the traces, and I've come to the DPDT switch. It looks like it "may" be wired like the diagram below, but since I've personally never wired my dpdt switches this way, I was wondering if the layout made sense.

Nope.

When the switch is "down," both the in and out go to ground.  Clip that ground lead and it looks okay.


edit:  Maybe "ground" isn't going to chassis ground, but to something like a Millennium Bypass.  Just a thought.

See -- thats what I was thinking...but it "looks" like theres a lead to ground. If I remove the ground it should bypass and turn on ofk though...at least thats my thought.

DEFINITELY no millennium bypass...its an early 70's circuit.
