Rebote 2.5 problems

So for my first build I was going to do the beginner project but I told myself "How hard can it be?  Just etch the board, solder the components onto the board and its done".  Well i was wrong. 

I have everything assembled and for the sake of troubleshooting I bypassed the foot switch.  I have checked the values, positions and solder joints.  I built the audio probe and poked around for a while.  I finally got the signal through the pedal and out the output.  The problem is that the signal is not affected at all.  I hope someone with more experience can give me some pointers.  Thanks

People need more info to help you.
Some pointers:
Pots connected right?
IC´s /transistors the right way?
Grounds connected together?
wiring right?

Don´t give up! Hang on there. Leave it for a day or two (clear mind). Follow the schem.

ok ill try getting all of my voltages tomorrow. 

All pots are wired correctly, ICs are in correctly, grounds are all connected.

I did have time to mess around with my audio probe for a while.  I still got the dry signal on output.  On pins 12 and 14, when I turn the delay pot it slows down or speeds up the song that Im playing through it...kind of like speeding up or slowing down a tape player.  When I stop turning the pot, it goes back to normal speed.
