 The switch bypasses fine, and I've got a signal coming through the board at very low volume, but there's no oscillation and the depth and speed pots pots don't register (volume control does not work either).  Did I use the wrong caps?  All I could source locally were some tantalum 1uf polarized caps.  Any suggestions?

I had the same problem when i first completed the build. if the volume knob works and it is just like a booster at this point then check out the side of the board with the 1uf capacitors. you probably just missed a solder between some components in that general area of the board. for me it was the 15k that goes from two of the 1uf capacitors to ground.
