Mystery Volts In TS Power Section???

Problem:  When I strum, I get a mix of the TS sound with cracking and popping noise.

I have located the problem though, I just don't know how to fix it.  When I disconnect the power section I get the correct values, V+=9.6 and Vr=4.8, but when it is connected to the rest of the pedal, I get Vr=6.30.  Also, when I disconnect the power section again and test the voltages of where I connect the V+ and Vr to, I get some small volts that slowly decrease until they reach 0.  I guess this is just the Caps draining (?) but I didn't know if that was supposed to be there or not?

What are you calling the "power section"? Where exactly is that on the schematic?

Sorry, I used this schematic... http://www.freeinfosociety.com/electronics/schemview.php?id=1136
and I omitted the diode and the 100uf cap.

So by power section, I mean the two 10k resistors and the 47uf cap (R9, R10, C7).

That might be your problem.

That would be the biasing string.

Well this is the second TS I've built and the first one, which I also omitted the diode and cap, worked fine.  I did this because I've seen other schematics that omitted those two components.  Plus, when I test the Vr separate from the rest of the pedal, I get the desired 4.5 volts.  It's only when I connect all the rest of the pedal components to the Vr that I get 6.30v...which I think is what is causing the popping and cracking noises?

Any Suggestions?
