Held High?

An EHX hot tubes (non-tube version) schematic I found says in the notes that "pins 5 & 7 of IC2 (4049ube) are held high to inactivate unused inverters".  Does that mean they are connected to 9v+?  Or whatever v+ happens to be?  Is that a common EE term?

Yes, it is. It means "connected permanently to a source of a logic "one" signal. In most logic, a higher voltage is a logic one, so it became "held high".

Most likely +5V...lots of those chips can be toast over that voltage (if they are CMOS)...check the data sheet for max supply V

Standard CMOS like the 4049 has a maximum supply of 15V, so tying it to 9V is OK.
