FINDING/MAKING a drilling template for pots/toggles/etc?

Is there a program out there Or a template already made that will allow me to figure out what size holes to trace on the front panel of a rack panel or a box?
I am working with a big piece of metal and want to fit a bunch of knobs and toggles but i am tired of trying to eye it. If i could find a drill guide, i could just trace it right onto the box and then drill.

does this make sense? Does eagle do this?
