Shocktave Debug - Help with transistor voltages

HELP!

I used this circuit: http://www.diystompboxes.com/analogalchemy/sch/shocktave.html

I corrected a transistor orientation issue but I still have transistor voltage readings that are suspect.  I hear the octave but I don't believe the performance of the circuit is up to par.  Hell, I can remove Q4 and it does not impact the circuit to my ears.  I found a note that said that the collector voltage for Q2 should be ~4-5v.  My Q2 collector is 8.9 V with a 9.6V battery.  I have checked my wiring and can't find an issue Other voltages are:

Q1
E: .96
B: 1.38
C: 9.6

Q2
E: .31
B: .95
C: 8.9

Q3
E: cycles down to zero
B: cycles down to zero
C: 9.25

Q4
E: cycles down to zero
B: cycles down to zero
C: cycles down to zero

Q5
E: cycles down to zero
B: cycles down to zero
C: cycles down to zero
