I got 2 18V DC output wall warts. 1000ma  60Hz
I am confused by if they will work because on them the sleeve is negative, and the tip is positive.
I need a negative tip, correct? negative ground?
If I sound confusing it looks like this ...      Negative ------(o-------Positive

can't you just flip the wires on the pcb?

IF you left the full wave bridge diodes on the PCB;
and
IF you do not use the adapter to power anything else;

THEN the polarity into the adapter jack does not matter.

As a separate matter,

IF you left the full wave diodes on the PCB THEN you cannot use an adapter jack that is all metal, or contacts the chassis/enclosure electrically. This will cause horrible hum.

Thank you RG. You are a gentleman and a scholar. One last Question...

Can I assume the "full wave bridge diodes" are the 2 1N148's?

If so, they are already there.
This adapter/wallwart will only be used to power the neovibe.
I will also be using the plastic black dc jacks.
Thank you again.

Actually, no. those are the two connected across a 1uF cap, right?

I meant the diode bridge that is the first thing the incoming power pins connect to. It's either a six pin DIP with four diodes in it or four discrete diodes. Just above and to the right of the big 1000uF cap spaces on the board.
