Rat Debug (need help, full info inside)

Yep... I know, or rather I should... for some reason when I do a PCB, I feel like it will always work, since I really didn't have to do any thinking to do the circuit...
ya know what I mean?  PCB"s sort of feel like the equivalent of putting together a "Lego" model to me, so I always feel like they are going to go off without a hitch...
unfortunately, I'm still too dumb sometimes to put my thinking cap on at the same time and watch out for ooops's.
Now that I had a couple of days to clear my head... I went back to the schematic/layout.  I have a feeling that what might be wrong might be the actual parts on the layout itself...

This morning I was reviewing the very cool tutorial under the newb section of the 2nd project on how to build the IC overdrive.
I was reading the voltage divider section and realized something...
The 9v current coming in on the tonepad.com Rat project is coming off the battery through a 47 ohm resistor...
I'm kinda assuming this was a type and maybe it was meant to be a 47*K* resistor.

Anyone want to concur with me on that...

If that is the case... wouldn't that be feeding way too much juice to my IC and therefore giving me a non functioning pedal?

or then again... maybe I'm completely ass wrong and need to start figuring crap out again.! ^_^

No. The 47R resistor forms a filter with the 100uF cap. It also protects the circuit together with the regulating diode in case of
wrong polarity.

Ok. I just manage to copy your DVM readings on my Small Stone. By simply unconnecting the input.
Check PCB ground to Battery -
It could even be something freaky like a bit of plastic stuck inside the contact or a faulty plug. Also make
sure the jack connects properly. Thats all I can think of for the moment. Ant's in the caps?...   ???
