Those are cutmarks. You also need to cut under the IC.
The layout shows the stripboard from the component side. The copper tracks are then
on the bottom so you need to take that into account when cutting ( mirrored )
Load the picture into paint and flip it upside-down.

im using some pc board that i have. their are no tracks just dots so that would not be necessary for building it with the pc board correct?

Sort of. You wouldn't need cutting but...
The layout is intended for stripboards and nothing else...     
To use this layout with perfboard, you need to connect components connected by the copperstrips with wire instead.

It is two OP-amps in one package. The schematic says 4558 but you can swap with TL062, TL072, TL082...
Price? Not a lot... none of the components are exotic.

Daniel is right.  Do a bit of reading and start with a simple circuit like the Bazz Fuzz or the beginner booster project.  Check out the step by step guide here on the site.  Small Bear's Tweak-O is how I learned about assembling a circuit.  Check it out.

ive been reading a lot about that lately. about 40 mins a day for about a week. (this is for a advanced industrial technology and trades class(AITT))
i have worked a lot with house wiring over the summer. I have never used IC's before. So i have basic knowledge of the subject just not anything major like this. A buddy of mine is helping me build this and hes build before. he doesn't know what to do with the GE or SI problem of having a switch to switch them. any problems? My shopping list looks good right?
I might go tonight, i have to get a another converter box.

thanks im going tonight to buy some parts probly start building tomarow. i have some diodes form something called fabulous fred. it was a game that made diffrent sounds from what you played and such. i might use that i dont know yet. also any ideas on me using a swicth to swicth from ge to si diodes? ifso have a schematic. thanks.
