Help me debug my Red Llama project, please?

I built a Red Llama distortion from General Guitar Gadgets into a 1590A box, and I'd appreciate some suggestions on what to look for in debugging it.  I built it exactly according to the instructions -

Here is the layout -

- even down to the color-coding of the wire.  It makes sound when engaged, but with very little gain.  With both controls full up, it's slightly softer than unity gain, and there's an EQ evident (bass cut), but no distortion.  I'm a total novice in electronics, but I have successfully completed a Green Ringer, Orange Squeezer, and Stratoblaster with no complications.  Here are the voltage readings I got from the pins of the IC, with GGG readings in parentheses:

DC jack (9.5v)  9.32v (with One Spot adaptor)

pin 1  (5.5)  5.32
pin 2  (2.7)  2.6
pin 3  (2.7)  2.6
pin 4  (2.7)  2.6
pin 5  (2.7)  2.6
pin 6  (.01)  .001
pin 7  (5.5)  5.32
pin 8  (0)     0
pin 9  (5.5)  5.32
pin 10 (.01) .001
pin 11 (5.5) 5.33
pin 12 (.01) .001
pin 13 (0)    0
pin 14 (5.5) 5.33
pin 15 (.01) .001
pin 16 (0)    0

I reheated all the solder connections and checked a lot of the wires, but haven't found anything out of the ordinary so far.  Can you recommend some things for me to check, please?

Thanks so much,

Robert

Do you have an audio probe available, or something that could function as one?

Your voltages look good (obviously), so we're going to need to look at (listen to) the output from each stage.  Start with probing the audio on pin 4 of the IC.  See if you get changing gain when you rotate the drive potentiometer.

I don't have a probe, but I hooked a jumper wire from pin 4 to output, and it sounds like it's bypassed.  The drive control does have an effect (w/o the jumper wire).

I would check for solder bridges or for any stray wire strands on the pots/pads.
