Big Muff not distorting

Hey guys, I am working on my first project.  It is a big muff with the creamy dreamer mod.

I followed the values rather closely if I did not have the correct component value I used +/- 15%.  This only happened on one cap and two resistors, but I am having trouble remembering which ones it was(I knew I should write them down).  This of course would be with the exception of the creamy dreamer mod....

Negative ground.

The issue is that when I engage the effect, I get no distortion.  The volume is correct.  The bypass works.  The vol pot works, but the distortion and tone pots do nothing....

the value differences shouldn't cause that kind of trouble.
Actually, it sounds like you're just switching the volume pot in and out - does it boost? Probably not - check your footswitch wiring, measure which pole connects to which if you have to. Sounds like some connections are messed up in that area.
If that's not it, this might get to be a strange one.

Well, it's not the switch.  I decided to run the circuit w/o the switch to see if I had the same problems(I mean that the only off-board components are the 3 pots and one in and one out jack).

Wild guess. 
Check the orientation of the transistors.  Wrong way around gives minimal gain.
