I'm looking building a Moody Echo but have a few questions (i'm a noob)...It is a PT2399 based echo, with controls for interval and feedback. My first question is, what is the major difference between this and a delay? Next question: how might I add a tap tempo? Maybe something with the PTAP?

Nothing. Interval = delay time and Feedback = repeats.

Given that the PTAP was designed to provide tap tempo to PT2399 delays, I would guess that the best plan would be to use the PTAP exactly as the designer intended it to be used. :)

I just can't figure out how to add it to this particular circuit.
