  Don't touch + and - of a power supply, adding them to ground won't stop the shorted out condition either.
 But you could use a MAX1044 [there's other chips I can't remember the #'s of].
 See GEO, article about getting -9/+9 volts from the same power supply, works great as shown for a +Gnd FF BTW.
