Problems with my GGG ITS8

I am new to pedal building and may be over my head here, but here's my problem:  I built a GGG ITS8 (with the "Expensive Boutique Mod") and all I get is a loud hum when I turn it on (bypass works fine).  The hum IS affected by the Volume and Tone pots, but not the Gain pot. 
I checked the voltage of the IC pins and got:
1- 1.46v     8- 1.84v 
2- 1.31v     7- 1.49v
3- 1.08v     6- 1.49v
4- 0.00v     5- 1.40v
The wall wart is putting out 9.59v, but I get 1.88v reading the lugs on the DC jack.  This is the second DC jack I've installed... I changed it after an email exchange with JD from Gen. Guit. Gadgets (he's great, by the way).  Clearly, there's a voltage problem.
Other things I've done:  Checked that all the resistors are correct, that all the polarized components are positioned correctly, and checked for continuity and placement in all wire connections. JD's last suggestion was to temporarily disconnect the LED, but that didn't fix it.  Any help?  Remember, I'm VERY green!

Looks like something is shorted to ground somewhere. Double check all your solder work for bridges (use a magnifying glass, even), and also check that nothing is shorting to the enclosure.

Problem solved!
Hey thanks for reminding me about the basics.  When it wasn't working initially, I looked at the solder joints, but I didn't look carefully enough. I found one obvious cold joint, and two that were questionable.  I re-soldered and put it back together and ta-dah... it works! 

So often it's the simple solutions, eh?

Good job keeping a cool head!!  Have you thought about putting in a "fat switch"?  I did the diode/ LED clipping mod, as well the fat switch..., love my GGG 'screamer!
....and ask Bernie if he wouldn't mind picking me up some Ferric Chloride once he gets done grabbin my 12 of Sam Adams...

Yeah, I've thought about it.  Would it be a tough retro-fit?  Hate to keep taking the thing apart since it took me awhile to get it working!
