LM7909CT or TC1044

LM7909CT: $0.69
TC1044: $0.93 in lots of ten

Are there any advantages or disadvantages to using either of the above two regulators to achieve a -9 vdc ?

They are two totally different components.

The 7909 is a regulator. You feed it -12 volts and it returns -9 volts.

The 1044 is a charge pump. You feed it (in this instance) up to 12 volts, and it returns up to -12 volts. There is no regulation.
